Dominique leads a nationwide team of managers and clinicians who operate Averhealth's laboratory and patient service centers across the United States. With more than 20 years of laboratory and substance-use experience, Dominique started her career in laboratory and substance-abuse testing and has served in senior management roles in operations, account management, and customer service. Dominique earned a bachelor's degree in business administration from Boston University with a concentration in operations management.

Brooke Halsey serves as Chief Financial Officer at Averhealth, where she leads the organization’s accounting, finance, human resources, and talent acquisition functions. Since joining Averhealth in 2021 as Controller, she has played a key role in strengthening the company’s finance and accounting operations during a period of significant growth. She partners closely with leadership across the organization to guide financial strategy and support long-term value creation.

Brooke brings more than 10 years of accounting experience working with companies across the Pacific Northwest and the greater Virginia area. Her background spans several industries, including public accounting, health care, insurance, and government. A Certified Public Accountant, she earned her BA in Accounting from the University of Oregon.

She is passionate about building high-performing teams and creating an environment where people can grow and do their best work. In her free time, Brooke enjoys spending time with her husband and two beautiful children.

Justin serves as Chief Revenue Officer at Averhealth, where he leads the company’s strategy across business development, partnerships, and client engagement. Since joining in 2014 as the company’s first salesperson, he has helped build and scale the company’s revenue organization while expanding partnerships across government agencies, healthcare systems, and public sector programs nationwide.

With deep experience navigating complex public-sector and healthcare environments, Justin works closely with clients and partners to develop solutions that improve outcomes, strengthen communities, and advance Averhealth’s mission.

Outside of work, Justin enjoys traveling the world, exploring new cultures, cooking, and spending time with his family and friends.

Vikram Menon is the Chief Technology Officer for Averhealth. He is an accomplished technology executive with over 20 years of experience leading high-performing teams and transforming organizations across multiple industries including health and wellness, online education, digital advertising, and InsureTech.

Nicholas J. Runge serves as Vice President of Operations at Averhealth, where he is responsible for leading the company’s nationwide operational strategy and execution. In this role, he oversees the performance and growth of Averhealth’s network of Patient Service Centers across more than 30 states, supporting a workforce of approximately 500 employees and ensuring the consistent delivery of high-quality services to judicial and criminal justice partners across the country.

Since joining Averhealth in 2012, Nick has played a key leadership role in the company’s national expansion and operational development. Over the course of his tenure, he has helped guide the organization through significant growth while maintaining operational stability. Nick provides direct leadership to a multi-state management team that includes Directors, and Regional, Account, and Operations managers responsible for more than 75 Patient Care Centers nationwide. He works closely with executive leadership across operations, customer experience, finance, laboratory services, information technology, sales, and marketing to drive operational improvements, support strategic initiatives, and ensure successful implementation of new business across the organization.

Recognized for his collaborative leadership style and operational expertise, Nick focuses on building high-performing teams, improving organizational processes, and delivering scalable solutions that support long-term growth. His experience in both operational and financial management allows him to effectively align day-to-day operations with the company’s broader strategic and financial goals.

Before joining Averhealth, Nick held leadership roles in accounting and financial operations where he developed extensive experience in financial management, operational efficiency, and team leadership.

Kristi brings over 15 years of leadership experience in healthcare operations, substance use testing and working with treatment courts and criminal justice programs. She joined Averhealth in 2009 with a strong foundation in health and wellness.

Throughout her time at Averhealth, Kristi has held several leadership roles including Site Supervisor, Area Manager, and Regional Manager. In 2022, she launched the company’s Training Team to enhance operational consistency and strengthen support for Patient Care Centers across the country.

As Director of Operations, Kristi leads field operations with a focus on performance, process improvement, and team development. She is passionate about delivering high-quality, recovery-focused care and empowering teams to make a meaningful impact in the communities they serve.

Outside of work, Kristi enjoys traveling, spending time outdoors, working out at the gym, cooking, and tackling home projects.

Dr. Mitchell has over 25 years of experience in both forensic and clinical toxicology. The first nine years were spent in the state crime lab in South Carolina, after which she worked in several clinical toxicology labs. In recent years, she was Chief Toxicologist for the Maricopa County Office of the Medical Examiner in Phoenix and the West Virginia Office of the Chief Medical Examiner. Dr. Mitchell brings her experience to Averhealth to support the outstanding lab staff with laboratory accreditation and quality management. Dr. Mitchell earned her Ph.D. in Biochemistry from the University of South Carolina and has a BS in Biochemistry from Auburn University.

Shannon Spencer is the Laboratory Site Director at Averhealth, where she has dedicated over 10 years to the toxicology field. Joining Averhealth in 2014 as an entry-level screening technician, she was part of the team that established Averhealth’s laboratory services.

As Laboratory Site Director, Shannon leverages her Bachelor of Science in Biology and a decade of experience in toxicology to lead and mentor the lab staff. She fosters a positive and productive work environment while guiding professional development across the laboratory staff. As a member of the Society of Forensic Toxicologists (SOFT), Shannon demonstrates a commitment to professional excellence and staying at the forefront of advancements in the field.

Dr. Michele Glinn serves as the toxicologist for Averhealth’s toxicology lab in St. Louis where she assists with oversight of screening and confirmation testing for judicial customers and health care providers and assists customers with interpretation of laboratory results. She is a fellow of the American Board of Forensic Toxicology, a member of the American Academy of Forensic Sciences Standards Board Consensus Body, a member of the Society of Forensic Toxicologists and the International Association for Chemical Testing, and has served as vice president, president and past president of the Midwestern Association for Toxicology and Therapeutic Drug Monitoring.
